Indoor Flag Football (4 on 4)

General Facility Rules:
1. Smoking is not allowed in the facility or within 150 feet of the building.
2. Profane, abusive, or foul language is not tolerated and may result in removal from the club, suspension of club membership/ passport and or expulsion from the league/ club.
ABSOUTELY NO TRASH TALKING.
3. No alcoholic beverages or illegal substances may be consumed prior to or during any indoor flag football game. We are a ZERO tolerance DRUG-FREE facility.
4. Fighting and the University of Sports will not be tolerated. Anyone engaged in a fight in or on facility grounds will be banned from the club.
5. Climbing on any building structures or equipment (i.e. netting, benches, or soccer goals) is not permitted.
6. IMPORTANT: Children of passport holders must remain in viewing area and be supervised by an adult. Children may not play on basketball courts or roam thru the facility. Children of club members must adhere to all club rules and regulations.
7. All passport holders and spectators are prohibited from using equipment or any of amenities offered to full club members in the facility (weight? Cardio machines and fitness rooms).
8. Continuous disregard for the rules will result in league expulsion, forfeiture of sports passport, or not being invited back next session.
9.
NO refunds after the first game and NO refunds on disciplinary action (suspension and bans).

General League Rules:
Full league payment MUST be received before the second game of the session. Payments can be made at the front desk.
No roster changes after the third game. Referee will not hand write names after the third game. If you need to add players due to hardship (injury, players moving out of the area) you MUST contact the League Manager to add the player. If the player does not have a player card he MUST get one 2 days prior to the game he will play so he can be entered on the pre-printed game card or score sheet. Referee has been instructed not to hand write names for any reason after the second game.
• Penalty for use of illegal player is forfeit of game.
Players MUST present their CARD to the referee or league manager prior to game time or they will be ineligible to play. If your card is lost or stolen, you may purchase a replacement card to $5. There will be no exceptions made after the first game of the session.


Generals Rules of Play:
• No contact allowed (no blocking, no push-offs, and defenders cannot bump receivers).
• NO BLOCKING OR SCREENING.
• A coin toss determines first possession.
• The offensive team takes possession of the ball at their ‘5’- yard line) center red dot) and has three (3) plays to cross midfield. Once a team crosses midfield they will have three (3) plays to score a touchdown (center red dot).
• Ball must be snapped between the legs to start play.
• If the offensive team fails to cross midfield or score, possession of the ball changes and the opposite team starts their drive from their 5-yard line.
• All possession changes start on the offense’s 5-yard line, except interceptions.
• Teams will change sides after the first 15 minutes. Possession does not change.
• Each time the ball is spotted, a team has 30 seconds to snap the ball.
• NEW!! Teams must wait until the referee is off of the field before snapping the ball!! No more hurry up snaps, regardless of the time left in the game or half!!

Attire:
• Cleats are NOT allowed, only indoor turf shoes. Inspections can and will be made.
• Shirts must be tucked in shorts/pants. (No shorts/pants with pockets).
All players must wear a protective mouthpiece. Due to insurance liability reasons, mouthpieces are mandatory. NO EXCEPTIONS.

Player Changes:
• All players must be added to roster prior to your first scheduled game and must be approved by the league office.
• No player changes will be accepted after your third game has started.
• If your name is not on the team roster, you will NOT play.

Player/Game Schedule:
• Teams must field a minimum of three (3) players at all times.
• Teams can consist of up to 6 players (4 on the field with 2 substitutes).
• If a team or teams are more than 5 minutes late for their scheduled games, they will be forfeited.
• We reserve the right to reduce, shorten, or reschedule games due to unforeseen circumstances.
• All players must be 18 years of age or older.
• All players must carry I.D. or proof of age.

Scoring:
• Games are played to a 28-point differential or 30 minutes, whichever comes first.
• T.D. = 6 points; Extra point= 1 (5 yards out), 2 (12 yards out); Safety= 2 points.

Time Outs:
• Each team has three 30-second times out per game, in which the clock stops.
• Officials can stop the clock at their own discretion. Reasons for clock stoppage are injury and rule interpretation. No clock stoppage for extra points.

Rushing the Q.B.:
• All players that rush the passer must be 7-yards from the line of scrimmage when the ball is snapped. Any number of players can rush the Q.B.
• The rusher has the right-of-way to the Q.B. (this means that no offensive player can get in the path of the rusher to the Q.B.).
• Players not rushing the Q.B. may defend on the line of scrimmage.
• Once the ball has been handed off the 7-yards from the line of scrimmage.
• Q.B. cannot run the ball; direct hand-offs behind the line of scrimmage are legal. NO backward laterals or pitches of any kind. Offense may use multiple hand-offs.
• The player who takes the hand-off can throw the ball as long as he does not pass the line of scrimmage.

Motioning:
• No ARENA LEAGUE MOTION RULE (fly motion). Regular motion rules will apply. (REMEMBER: defenders cannot bump receivers).
• Players can still regular motion the NO RUN ZONE.

No Run Zones:
“No Run Zones” are located 5-yards before midfield and 5-yards before the end zone in each offensive direction.
• You cannot use running plays in the “No run zones,”
you can hand-off, just can’t run past the line of scrimmage (the ball must be passed in this zone within 7 seconds).
• “No Running Zones” are designed to avoid short yardage power running situations.
NO SPINNING ALOUD. Spinning and/or diving to avoid a defensive player or to advance the ball is not allowed.
• The ball is spotted where the ball carriers belt is pulled, not where the ball is. Ball and flag must break the plane for the 1st down and touchdown.

Passing:
• All passes must be forward and received beyond the line of scrimmage.
• Shovel passes and forward lateral passes are allowed, but must be received beyond the line of scrimmage.
• Q.B. has a 7-second “pass clock.” If a pass is not thrown within the 7 seconds, play is ruled dead, loss of down, and bal returns to line of scrimmage. Once the ball is handed of, the 7-second pass rule is no longer in effect.
Interceptions can be returned.

Receiving:
• All players are eligible to receive passes (including the Q.B. if the ball has been handed off behind the line of scrimmage).
• Player must have at least one foot in bounds before the other foot touches out of bounds when making a catch.
• Passes may not be intentionally tipped in any direction to another teammate.

Play is ruled “Dead” when:
• Offensive player’s flag is pulled.
• Ball carrier steps out of bounds.
• Touchdown is scored.
• Ball carrier’s knee or the ball hits or touches the ground.
• Ball carrier’s flag falls off.
• Receivers flag falls off. (All players must start the play with the flag belt on).
• There are no fumbles. Ball is spotted where the ball carrier lost control. Anytime the ball touches the ground, it is dead.

Sportsmanship/Roughing:
• If the field monitor or referee witnesses any acts of tackling, elbowing, cheap shots, blocking, tripping, or any unsportsmanlike conduct, the game will be stopped and the player or players can be ejected from the game. League director may decide to eject players from the league. FOUL PLAY WILL NOT BE TOLERATED!!! Official has the right to determine language that is offensive. (Trash talk is that which may be offensive to official, opposing team, or spectators). Referee can eject players from the game for trash talking.
Trash Talking is ILLEGAL.
• Repeated instances of foul play and trash talking are grounds for banishment fro league.

Overtime:
• If the score is tied at the end of 28 minutes, teams move directly into over time.
• Coin toss determines possession.
• Each team receives two (2) downs from the 12-yard line. All penalty rules apply in overtime.
• Each team will be given an equal number of possessions until one team has more points. Extra points are attempted after score (1point from 5-yards, or 2 points from 12-yards).

Penalties:
• All penalties will be called by the referee and may declined.
• All penalties are assessed from the original line of scrimmage. Exceptions; a penalty occurs after an interception; penalty is marked off from the point or reception.

Defensive Penalties:
• Off side interference, illegal contact (holding, bumping motion receiver, blocking, hitting QB’s throwing arm, etc.) Illegal Flag Pull (before the receiver ha the ball), Illegal Rushing (start rush from inside 7-yard marker), and Face Guarding the receiver. All defensive penalties are 5-yards (from the line of scrimmage and automatic 1st down) on pass plays. On running plays the 5-yards is assessed from the spot of forward progress of the run.
• Face guarding is defined as a player having his hands p in the receivers face in order to impede vision of the ball WITHOUT looking back toward the quarterback.

Offensive Penalties:
• Illegal motion (more than 1 person moving, false start, etc.) Illegal Forward Pass (pass received behind the line of scrimmage). Offensive Pass Interference (illegal pick play, pushing off/away defender), Flag Guarding, Delay of Game, and Face Guarding- Clock will stop/ 5-yards and loss of down. All offensive penalties are 5-yards (from line of scrimmage) and loss of down. Within 5-yards of goal, ball is placed 1/2 distance to the goal and first down. Referees determine incidental contact, which may result from the normal run of play! Only the team captain may ask the referee questions about rule clarification and interpretations. Players cannot question judgments calls. Games cannot end on defensive penalty, unless the offense declines it.
• Face guarding is defined as a player having his hands up in the receivers face in order to impede vision of the ball WITHOUT looking back toward the quarterback.

Tie Breaker Criteria:
• Most wins.
• Head to head.
• Most points scored.
• Biggest point differential.
• Least pints scored against.
• Least unsportsmanlike penalties.
• Coin flip.
