INDOOR SOCCER LEAGUE AND FACILITY RULES

 

All Coaches/Managers and Players are required to read these general rules or have these rules read to them prior to every session.

 

General Facility Rules

It is our goal that all players, coaches and spectators entering University of Sports, Heath, Fitness & Sports Club, have an enjoyable experience within our safe, clean, fun, and state of the are facility.

 

In order to provide this positive environment; the following rules should be adhered to by all:

1.   Smoking is not allowed in the facility or within 150 feet of the building.

  1. Profane, abusive, spiting or foul language is not tolerated and may result in removal of any person or Team, with suspension of the club membership/sport-passport and or expulsion from the league/club facility.
  2. No alcoholic beverages or illegal substances may be consumed prior to or duringany indoor game. We are a ZERO tolerance DRUG-FREE facility.
  3. Fighting at University of Sports will not be tolerated. Anyone engaged in a fight in or on the facility grounds will be banned from the club.
  4. Climbing on any building structures or equipment ( i.e. netting, benches, or goals) is not permitted.
  5. IMPORTANT: Children of passport holders must remain in viewing area and must be supervised by an adult. Children may not play on the basketball courts or roam thru the facility. Children of the club members must adhere to all club rules & regulations.
  6. All sports-passport holders and spectator are prohibited from using equipment or any of the amenities in the facility (weight/cardio equipment and fitness rooms).
  7. Continuous disregard for the rules will result in a league expulsion, forfeiture of member /sports-passport card, and or not being invited back to the next session.

9.      NO REFUNDS after the first game and NO REFUNDS on disciplinary action, (Suspension or Banned). 

            10. No loitering in the parking lot before or after any scheduled game.

 

Please enjoy the complex and if you have any suggestions on how to improve the facility, please provide your comments to the University of Sports suggestion box at the front desk.

 

TEAM AND PLAYER REGISTRATION

 

All players and coaches must either be current Club or Sports-Passport members

 

Every Team Member MUST have their card in order to play. The front desk will not give out ‘passes’ for players who do not have their cards. If you have lost your card, you may purchase a new card for $5 prior to the game time. Your receipt will be your pass to play for that day only.

 

A Team Roster must be submitted on or before the second game of any session. It is the sole responsibility of each Coach or Team Manager to properly prepare each individual Team roster. A copy of each roster will be forwarded to each Coach or Team Manager upon request. It is at this time that any errors or omissions must be addressed. A pre-printed roster for each Team is provided to the referee on each game day of every session based on the information that you provided. Thus; it is imperative that you provide proof of your copy and make all changes on or before your second game.

 

Players can play on as many teams as they like, however, not within the same league or age category. Certain leagues have special age rules.

  • The Women’s Over 30 Recreational (Div- 3) league is strictly Over 30 league.

No Exceptions

  • The Women’s Over 30 Recreational (Div- 2) league may have up to 1 player aged 25 to 30
  • All teams must strictly adhere to their age category.

      No Exceptions.

 

No roster changes can be made on or after the third game in any given session without approval from league management and ONLY due to Hardship.

Hardship is defined as injuries, players moving out of area, or any clear reason that would prevent a team from having enough players to field a team.

You may not add players the day of the game on or after the third game of any session, simply because your players do not show up.

 

IF YOUR NAME IS NOT ON THE ROSTER, YOU WILL NOT PLAY, due to insurance purposes.

 

Any Team guilty of playing ineligible players (non-roster) will forfeit their game(s) in question and additionally lose  1/2 (half) point per forfeit in the standings.

 

Game Day Registration and Procedures

 

Each player and/or spectator should show up no earlier than 15 minutes before game time and will have to check in at the reception desk of the facility before they enter the club. Each spectator accompanying any team must sign the ‘Non-Participant’ waiver form to enter the facility. All spectators are able to sit in our designated spectator areas only.

Important: Children must be supervised by an adult at all times and must remain in the designated spectator areas. Children may not play on the basketball courts or roam thru the facility. Adult players who bring their children to watch must have a designated adult to sit with their child/ren.

 

Each team waiting to play in an upcoming game will be asked to wait in the staging area (café area) Players are prohibited from all areas, except; Staging area, soccer field, rest rooms, snack bar, upstairs spectators viewing areas, and entrances and exits.

 

Each team/player is required to check in at the table, (Soccer Check-in) located next to the main entrance to the field. If the check-in table is not set up, please check-in with the referee. Membership or Sports Passport cards will be handed to the official during check in. Players will only be eligible if they are existing member of the teams in question and are on the pre-printed roster form. New players signed up that day AND during the first or second game only may show the referee their player passport receipt. The referee will add the name to the pre-printed roster form. There will be NO EXCEPTIONS to this policy.

Failure to comply with the above procedure will result for a Team to forfeit their game.

 

Re-scheduled Games

 

Re-scheduling games is not an option.

 

Only in extreme conditions could a re-schedule occur, i.e. extreme weather, disastrous or catastrophic event.

 

A complete schedule will be provided to every coach or team manager at his or her first game upon request. Additionally, all standings will be posted on the leagues board at the Club, and schedules and standings will be posted on the UofS website at www.uofs.com.

 

Equipment

 

All players must wear shin guards. Only flat soles indoor, turf shoes or small wedges. No cleats are allowed.

 

Each team must have numbered uniform. The goalkeeper must wear a distinct shirt (i.e. different color) from that of his own team, as well as the opposing team’s uniform.

 

U of S will not provide jerseys or pennies. Team captains should check with league office prior to ordering team shirts to avoid duplicate colors. Color selection is based on first come first serve with team applications.

 

Any player wearing a wrist or arm cast will not be allowed to play because of the chance of injuring another player or aggravating his/her own injury. Knee braces will be permitted provided that they appear safe, stable, and meet the referee’s approval. Watches and jewelry will not be permitted for safety reasons. This includes any body piercing or other visible jewelry items.

 

For safety reasons to all players, Glass Spectacles or Prescription Glasses (eye wear), may NOT be worn during League games.

 

Prescription Goggles or Protective Goggles are of acceptable use.

 

Game Scoring

 

Win = 3 points         Tie = 1 point      Loss = 0 points       Forfeit = -.5 points

 

In the event of a tie for the final standings, the following tiebreaker rules shall apply;

 

  1. Head to head competition. (Most points)
  2. Overall Goal Differential.
  3. Most wins.
  4. Most Goals Scored.
  5. Less Goals Scored.

 

A game that is forfeited will count as a 3-0 win for the non-forfeiting team.

 

Playoffs

 

Top 4 teams will make the playoffs in each division. All playoff games (i.e. Semi-finals and Finals) that end in a draw will get 5 additional minutes of game time. If the game is still tied it will be decided by penalty shots. Each team will designate three (3) shooters at a time. Each of the 3 players on a team must take a penalty shot. If the game is still tied after all 3 players have taken one shot, then the penalty shot process will begin again to sudden death. Each team will take one penalty until a team misses. Therefore, the game concludes when one team has outscored the other team on the same number of penalty shots taken.

 

Referee Decisions – Suspensions – Appeals

 

All of our referees are certified referees. We stand by and respect all the decisions made by our referees.

 

We do, however, monitor our referees and attempt to provide top quality. Any comments or concerns about the performance or actions of a referee will be directed to University of Sports Health, Fitness & Sports Club League Manager in written form. In an emergency, the club reserves the right to use non-sanctioned referees.

Please note: Any players, coaches, or fans that threaten or assault a game official, U of S employee, or spectator will be ejected from the facility. Such actions will result in the immediate suspension of the registrant until such time as the University of Sports Discipline Committee can convene a hearing. All decisions of said hearing are final and effective immediately.

 

Yellow Cards (Cautions)

 

Any players receiving 3 yellow cards during the course of a season will receive a one game suspension commencing the next game played by that player’s team.

 

Any player receiving 5 yellow cards during the course of the season will receive an additional two game suspension commencing the next game played by that player’s team. In addition the league manager may suspend the player for the balance of the season. The league manager will notify each team captain of the player who is suspended. It is, however, also the responsibility of the players to know their own status. Ignorance is not a defense.

 

The accumulation of yellow cards does not carry over into playoff play. Suspensions do carry into playoff play.

Red Cards

 

Any player receiving two yellow cards in a single game will miss the duration of that game and receive a disciplinary record.

 

Red card violations listed below will carry the following minimum suspensions:

 

  • Received 2 cautions in the same game OR for use of offensive, insulting or abusive language or alcohol related offences……………………….1 game
  • Serious Foul Play ………………………………………...…………..2 games
  • Use of offensive, insulting or abusive language directed at the game official…………………………………………………………………2 games
  • Violent Conduct……………………………………………………...3 games
  • Instigating a fight…………………………………………………….3 games minimum with session end suspension and/ or possible life time ban.

 

The University of Sports has the right to terminate the sports passport or club membership of any player or Team who fails to hold themselves with a high standard of sportsmanship and good conduct.

 

Any offence, which is directed at the game official, will be forwarded to the University of Sports League Manager for immediate action. Resultant action is solely at the discretion of the League Manager.

 

The University of Sports League Manager reserves the right to impose stiffer penalties, if warranted. The referee’s report will indicate the reason for the Red Card using the terminology stated above.

 

The player will not be permitted to play, and is considered suspended, until the suspension is served. Any player or coach caught playing while suspended will be subject to further suspension additional point in the standings for each game.

 

Any player or coach who receives a suspension and is participating in more than one division will be suspended from all divisions, in which they play or coach.

 

In other words, a one game suspension implies that, the offender will be suspended from the other divisions until the suspension has been served within the division the card was given in.

 

University of Sports League Management will hear no appeals, all decisions are final

 

Indoor Specific Rules

 

  • Team Composition: Games are 7 v 7  (including the goalkeepers),  for youth ages under 14 and below depending on competitive level, and 6 v6 (including the goalkeepers) for ages 16 to adult, depending on the competitive level.
  • Adult Co-ed and Women’s over 30 is,  7 v 7  (including the goalkeepers).

Teams must have a minimum of 5 players (including goalkeepers) on the field to start the game

  • For Adult Co-ed there must be a minimum of 2 women on the field per team, including goalie. In other words, teams may consist of 3 men & 2 women on the field.  No formal warm-up time is allotted.

 

NOTE- Player designation is contingent upon league competition, rating and age groups.

 

  • Duration of Games:

24 minute halves with 1 minute at halftime for adults. Youth games will be 20-minute halves. Teams must be ready to play on time. Forfeit time is 5 minutes after game time. (Clock will start on time and if game has not begun within 5 minutes, forfeiture will be called against team not ready.) Any team more than 5 minutes late automatically forfeits the game. Any team not showing up for more than two games during the regular season may be suspended for the remainder of the season.

 

  • Ceiling Balls:  

A Ball that hits one of the large crossbeams will be considered a change of possession and result in an indirect kick for the opposing team at the nearest spot. It is up to the referee’s discretion if a penalty is called for multiple infractions of the ball hitting the crossbeams. The resulting penalty will be two-minutes with the offending team playing short one player for the duration of the penalty. Multiple penalties may result in longer penalty time out for 2- 10 minutes, or the team may not play short for the remainder of the half or game. Penalties levied are solely at the discretion of the referee.

 

  • Ball out of bounds: 

Instead of throw-ins, players will play indirect free kicks. All opposing players must be a minimum of 10 feet (3 yards) from the ball. Ball out of bounds at either goal line will result in either a goal kick or corner kick.

 

  • Offside: There will be no offside in the game.

 

  • Scoring: All field players may score from anywhere on the field except when the ball crosses three lines of play. You can score directly from a center kick. A team winning by more than 5 goals can only send two attackers into the opposing team’s defensive third of the field.

 

  • Free Kicks: Direct and Indirect: Opposing players must be 10 feet (3 yards) from the ball in foul situations. Failure to comply may result in a booking. If the ball hits the building structure within the penalty area either a goal kick or a corner kick will be awarded depending on which team last touched the ball.

 

  • Goal-Kick: All goal kicks are deemed indirect. (Goal-kicks can be taken from anywhere inside the red box in front of goal).

 

  • Penalty-Kick: A penalty kick will be awarded for a team player (other than the goalkeeper) handling the ball within the box, tripping in the box, and any other infraction of the rules that would result in the award of a direct free-kick inside the goalkeepers box (based on F.I.F.A. rules).  All players from both teams must stand behind the large arc before the ball is kicked.

 

    • In a Co-ed match a woman MUST take the penalty kick (direct).

 

  • Corner-Kick: Corner-kicks are direct.

 

 

  • Center Kick: Will be awarded to the opposing team after every goal is scored and to start each half of the game. This is a direct kick and can go backwards.

 

  • Pass Back: Regular outdoor pass back rules to the keeper do apply. The goalie may not touch the ball with his/ her hands on a pass back.

 

  • Substitutions: Substitutions are unlimited and may take place at any time including “on the fly” in all divisions. However, players must substitute at the bench area on the same side of the field. Substituted player must be within 10 feet of team box for a legal substitution to occur. An illegal substitution will result in an indirect free kick where the ball was last played. Repeated disregard could result in a yellow card.

 

  • Sliding Tackles: No sliding tackles are permitted at any time and will result in a yellow card if directed at an opposing player. No playing on the floor will be permitted.

 

  • Yellow Card : A player receiving a yellow card will leave the field for two (2) minutes ( based on the referee’s direction), forcing his/her team to play short handed for that time. If the opposing team scored before four minutes have expired, the penalty is considered server and the player may return to play at discretion. In the event that two players from the dame team are given yellow cards, the first player must leave the field and server his/her 2 minutes as stated above. When the second player gets a yellow card he/she must leave the field immediately, leaving his/ her team two players short. However, the second penalty doesn’t start until the first has been served. If one goal is scored during this time, the first penalty is considered served, and the second penalty begins. The referee may ‘send off ‘ a player for two minutes with no yellow card given. Further, the referee may ask for a substitution at any time.

 

  • Red Card: Any player receiving a red card will leave the field for the duration of the game. A coach or player who is ejected from the game must leave the facility for the duration of the game. The team that receives the red card must play short-handed for the remainder of the game. During a youth game if there is no roster assistant coach present, the game is abandoned and forfeited.

 

  • General: All general FIFA rules apply that have not been altered above. During the course of the season, it may be deemed necessary by the University of Sports Health, Fitness & Sports Club league to amend the rules and regulations pertaining to indoor soccer leagues and tournaments. All coaches and referees will be notified of any changes that may arise within a reasonable amount of time.

 

All coaches must make their players aware of the RULES. Coaches are responsible for their conduct, the conduct of players, parents and spectators. Referees will stringently apply responsibility to each coach.
